The Student Accounts Office collects all student tuition and fee monies and is also responsible for disbursement of funds owed to students. Tuition and fees are subject to change without notice. It is ultimately the student’s responsibility to satisfy his or her financial obligations. Once a student registers, he or she is responsible for paying in full all tuition and fees by the posted due date. Checks, money orders, and 529 payments for tuition and fees should be made payable to MassBay Community College and mailed to P.O. Box 412831, Boston, MA 02241-2831. E-check and credit/debit card payments may be made online through Bay Navigator within the Student Finances & Aid tile. In order to adjust or eliminate tuition and fee charges, a student must officially withdraw within the appropriate timeline from the course(s) and/or the College. Lack of attendance or course abandonment does not constitute course withdrawal. If a student does not withdraw in accordance with College procedures, he or she will be subject to full payment of tuition and fees.

Outstanding Financial Obligations

Students will be allowed to register for the next semester when outstanding balances from all prior semesters have been paid in full. MassBay reserves the right to remove any student from their class schedule for non-payment if financial clearance is not given by the tuition due date.

Students with outstanding financial obligations will not receive grade reports, attendance reports, or diploma without the final approval of the Office of Student Accounts. An overdue student account is sufficient cause for administrative withdrawal from the College and/or other administrative penalties by the College. Unpaid accounts will be referred for collection, and students will bear all costs and charges incurred in collection and/or litigation. MassBay is responsible for making diligent efforts to collect amounts due the Commonwealth. Diligent efforts shall include written billing, subsequent collection, intercept notification, and/or litigation. If a student disputes any charges applied to his or her account, it is the student’s responsibility to inform the College.

Federal/State Refund Policy / Return of Title IV Funds

If a recipient of Title IV financial aid funds withdraws or stops attending courses (including academic dismissal or expulsion) after beginning attendance for any reason, he/she may no longer be eligible for the full amount of Title IV Funds. A proration calculation is used to determine the amount of federal and state funds the student has earned based on the number of days in the enrollment period and the number of days the student actually attended. If a student completes 60% or more of the semester, he/she is considered to have earned all of their federal aid and will not be required to return any funds.

The withdrawal date is either the day a student begins the withdrawal process prescribed by the school; the date a student otherwise provided the school with official notification of the intent to withdraw; or for the student who does not begin the school’s withdrawal process or notify the school of his/her intent to withdraw, the last known date of an academically related activity.

Tuition Payment Plan

To help you meet your educational expenses, MassBay offers a payment plan option through Nelnet Campus Commerce, our payment provider, as a convenient budget plan. There is a nominal, non-refundable enrollment fee administered per semester to establish your interest-free monthly payment plan. You may budget your tuition and fees via an automatic bank payment or by credit card.

All health sciences students in good standing are covered by the College’s approved professional liability insurance.

College Refund Policy

Students who voluntarily withdraw from course(s) or the College are granted a refund or reduction of tuition and fees according to the refund policy published on the MassBay website at Student Accounts. Lack of attendance or course abandonment does not constitute course withdrawal. Students who do not withdraw in accordance with college procedures are subject to full payment of tuition and fees. The withdrawal date is determined by the date all forms are completed and turned into proper offices. Students receiving financial aid should consult with the Financial Aid Office prior to withdrawing to determine the impact on their financial aid and/or bill.

Student Health Insurance

Massachusetts state law requires health insurance for all students carrying nine (9) or more credit hours. Coverage may be waived if a student has a comparable health insurance policy, and if he or she completes the appropriate MassBay on-line waiver form. The Commonwealth of Massachusetts, Executive Office of Health and Human Services requirements of 114.6 CMR3.00 defines comparable coverage as follows: services covered under the health benefit plan are reasonably accessible to the student in the area where the student attends school. Health insurance is mandatory for students in health sciences programs regardless of the number of credits being taken. Senior Citizen Tuition and Fee Waiver Program

MassBay is proud to offer free tuition and fees for eligible students aged 60 years or greater. Students are limited to one free course per semester and must be 60 years of age or greater by the start of the semester to use the waiver. The Senior Citizen Tuition & Waiver program will waive the tuition and fee costs remaining (of one course) after any other applicable financial aid or benefits have been applied. The program will only be applied to classes for which at least 11 students are enrolled.

Applications for the Senior Citizen Tuition & Fee Waiver will not be accepted until two weeks prior to the first day of the semester. Students eligible for the Senior Citizen Tuition & Fee Waiver must certify US citizenship and Massachusetts residency and present proof of age 60 years or greater.

Prospective students must fill out the Free Application for Federal Student Aid (FAFSA) to be eligible for the program. Non-degree students and students enrolling in the following programs are not eligible for federal financial aid, therefore they can forego the FAFSA filing:

• Emergency Medical Technician (EMT)
• Central Processing Technology (CPT)
• Phlebotomy
• Computed Tomography

Non-degree students and students enrolled in the above non-aid eligible programs can submit a copy of their MA License to studentaccounts@massbay.edu to be reviewed for a one class waiver.

Degree seeking students can submit a copy of their MA License to studentaccounts@massbay.edu to be reviewed for a one class waiver only after completing the FAFSA and being reviewed for packaging from the Financial Aid Office. The waiver will only be applied to one class that is not covered by financial aid.

Student Textbook Fund
